Major Redevelopment Proposed for Former Rock Nook Mill Site
A major planning proposal has been unveiled for the former Rock Nook Mill site, outlining a multi‑area redevelopment that would bring new homes, community spaces and landscaping to this historic part of Littleborough.
The plans, prepared ahead of a forthcoming planning application to Rochdale Borough Council, follow the collapse and subsequent demolition of the mill in August 2023. The building had been a non‑designated heritage asset and a defining landmark within the Rock Nook Conservation Area.
Developers Gay O’Gara Properties Ltd have now reworked the scheme to reflect the changed circumstances, with a five‑area masterplan covering the mill site itself, surrounding quarries, canalside land and open space.
Area 1 – New Five‑Storey Apartment Building on Former Mill Footprint
The centrepiece of the proposal is a five‑storey apartment block built on the original mill site.
The building is designed to echo the scale and presence of the former mill without attempting a direct replica. Modern materials such as brickwork and galvanised steel are proposed.
Key features include:
- 38 apartments (1, 2 and 3 bed)
- Community room and residents’ room
- Roof garden and internal shared spaces
- Rear courtyard
- 37 undercroft parking spaces
- Views across the canal and valley
The developers say the building aims to become a new landmark for the area, respecting the mill’s historic role while providing modern living.
Area 2 – Four Escarpment Houses in the Disused Quarry
To the northeast, the elevated quarry and former car park would become home to four angular, stone‑and‑timber escarpment houses designed to blend into the landscape.
Each property would include:
- Two storeys
- Terraces and west‑facing balconies
- Garages and parking
- Wrap‑around gardens
- Landscaping to soften the development into the valley
This area forms part of the “enabling works” that help fund the main apartment block.
Area 3 – Lock 44 Canalside: 4 Detached Homes, 33 Terraces & Public Open Space
Vacant land near Lock 44 would see a significant amount of new housing, split across two parcels.
Northern parcel:
- 4 large detached canal‑facing homes
- 11 terraced homes
- Public open space for community use
Southern parcel:
- 22 terraced homes arranged in a U‑shaped courtyard layout
The detached homes would feature recessed balconies overlooking the canal, while the terraced “garden cottage”‑style properties take inspiration from historic mill workers’ cottages—updated with a modern aesthetic to avoid pastiche.
All homes include front and rear gardens and parking.
Area 4 – East Gale: 15 Detached Homes and Major Landscaping Zone
On the west side of the canal, the East Gale site would accommodate 15 detached, two‑and‑a‑half‑storey homes built in dark charred wood and concrete to reflect the area’s industrial heritage.
The layout is linear to match the shape of the site, with generous spacing to preserve views across the valley.
A large strip of land to the east would be dedicated to:
- Landscaping
- Biodiversity net gain
- Wildlife habitat creation
- A buffer to the ongoing flood defence works
The site also retains access for the Environment Agency’s flood mitigation scheme, currently under construction.
Area 5 – New Community Bowling Green
A flat, vacant parcel of land is proposed to become a community bowling green, available to both new and existing residents.
Although not part of the planning application, the developer has also provided land to the Environment Agency to support the Rochdale and Littleborough Flood Risk Management Scheme, which aims to protect around 723 homes and 489 businesses once complete.
Residents are invited to share their views before the planning application is submitted.
The consultation team says community feedback will help shape the final details of the scheme.
